If you are using an older version of the code, I would recommend you update.  A number of issues with the code were fixed.

It doesn't do anything with that, but with the code fixes:
-you can move and take furniture from villagers' houses on flea market days
-you can move and take furniture when villagers are in your house
-the code is much less likely to cause game save corruption or have any other serious issues

No reason to argue.
Runtime 'codes' and gamesave editing work together quite well. (Unlike the DS days where there were two factions that couldn't use eachothers stuff)

Everyone with WiiBrew can use either approach, or both. I recommend both.

BTW: there are still plenty of code hacks that are impossible to do with gamesave editing (like moon jump or speed walking)
There are also plenty of common code hacks that are possible with 'codes', but impractical.
These are much easier with a tool like the map editor (acre editing, moving buildings etc). Also makes town-wide customization much easier.
Use both.

The old AC:WW Map Editor has some quirks in the user interface, but it is used by a *lot* of people (I stopped counting the downloads after 50,000, probably close to 100,000 now, Universal and Japanese)

Here's my notes for how to use them (recommended for USB Gecko use, but can be turned into 'codes' if you are careful):
To save the original layout:
dump orig.bin 90E8EFF4 90E8F056

To restore the original layout:
upload orig.bin 90E8EFF4

Poking into memory:
poke 90E8XXXX 0YYY 2

Poke a new acre code. "XXXX" is one of the values below:

"0YYY" is one of the acre codes from http://www.aibohack.com/wii/accf_acres.htm. 000 to 16F. Larger values will crash the game.
Don't forget the '2' at the end.

You can also hex edit the orig.bin (or a copy) and use the upload approach.

After making a change, use your character to enter a house and immediately leave.
The new acre map will take effect.
Be careful not to change the acre where you are standing, it may block you from going back into the house to try again.
(for example if you house is not in the north-west corner, poke at 90E8F004 for experimenting)

Try adding 000075A0 to the address part of the code (for player 2, twice that for player 3 etc). Only makes sense after you have created the player using the normal game.

If it says value is 0A10...0A1F, then just count from the first picture being 0A10 to last being 0A1F.

Numbers go: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9, A, B, C, D ,E, F, 10, ect. in hex so make sure you account for that.

As mentioned, you can only have 3 levels (sea level, higher level where the gatehouse appears, and a limited slightly higher level)

Even more restricting, the acre options are designed for with a specific orientation
ie. when travelling North to South you will typically be going downhill. Not possible to making 'rolling hills'

If you are happy with crazy cliffs in the middle of your town, you can do some strange things
(example town with some crazy features: http://aibohack.com/wii/teaser_acres_1.jpg )

Is there a way to make a code to modify our villagers ? There was some cool villagers I had on ACWW that I'd love to meet in City Folk too...

There is a separate thread for the RUUJ game http://wiird.l0nk.org/forum/index.php?topic=1874.0 (but it is mostly ignored)
As mentioned, most of the RUUE (NTSC) codes will work as-is. All codes that poke into the gamesave are the same (inventory, town map, character attributes, NPCs etc).
However the program code layout is different. Trickier codes that change the program may not work. Try them and see.
Hopefully the same will be true for the European release.
