Porting ELF to DOL

I'm confused on this...I've had DevKitPro etc for a long time.
How do I port an ELF to DOL in more detail?
For example, let's say I'm porting GeckoOS (Of course I'm not, Link already did)
Do I take the .elf that's on the SD root, in apps, that would load to the HBC?
So now for example I've taken the boot.elf file of GeckoOS.
But how do I convert the thing?
I tried putting gekko-objcopy AND plain objcopy into the folder and use them like a batch file...not working.
Do I use a command in Programmer's Notepad? How the heck do I do this?
