request for a program to help with wii code managers

Like I was wondering if It would be possible to make a program to convert a normal code .txt like with just regular copy and pasted  codes, to a code list compatible with wii code manager programs, since the normal lists always show up not having any codes, and code list downloaded from this site don't always have the codes you want, and its extremely hard to make the compatible by your self, because it uses a character to separate codes between codes, and info between codes and ect. so is the possible.
