is there a code for changing what one of the signs says in my town?

It still isn't working for me.

EDIT: Out of each code I've tried for Animal Crossing, none of them have worked for me.

Impatient much? No to answer your question. anyways it'd be pointless since no one else would see it. SOrrta like using thw Grass code online, No one else sees the result.

The game has to save important data in a save file right? can't store it on disk -.-

so it loads the RVFOREST.DAT into wii memory at 90e26be0. then from there it uses it for it's own use, and when you save it uploads it back to the save as RVFOREST.DAT waninkoko's just uses the final result, while wiiRD method uses the RVFOREST.DAT the thing is in order to have it right you have to dump it while you're in your house. Which is why the game does it when it's saving. So doing it in game just saves you a couple of steps.
