EDIT: It looks like that could should already work with PAL. However, when I tried it it froze. O.o

PAL is PAL, no matter which boot language is chosen... (this is true for ssbb).
Some games will have different address though (example: Mario Sports Mix Assembly in 81 is language specific).

OK so if I use the custom Random code it makes the random always Mario, if I don't use it it chooses random but the game freezes after results screens. If I choose Mario with the custom random code then the game freezes when returning to the character select screen too (although this may have been because I was fighting a computer set to random who obviously became Mario also).

Edit: Nah it just freezes when I choose Mario. It might have something to do with my CSS being rather large (It has 45 character slots with 4 left as empty space and I'm using 1 for random).

I think my CSS was too big and that was what was causing freezes but the custom random code still just makes it Mario.

Just to let you know, I'll retire from the PAL hackingscene.... maybe I'll come back with the fully working Stage Roster Expansion 2.0 PAL code and the fully working Project M for PAL.

But when I choose a custom stage it freezes, I used this: http://lakora.us/rel/ to make my rels and named the stages STGCUSTOM1.pac and STGCUSTOM2.pac, rels are called STGCUSTOM01.rel and STGCUSTOM02.rel. Something there might be named wrong which may be causing the freeze and beeeeeeeee.

As for the custom random, it doesn't work (beeeeee) but I haven't tried it with my custom CSS on as well which might be the problem.

Yeah, can't get the stage expansion to work with these codes unless I'm doing it wrong (which is a distinct possibility).
Custom random doesn't work either, sorry :(

To be honest, I've no idea what the Custom Random code does. But I think it might have something to do with selecting random. Also, are you saying it freezes? If it does, I'm seriously out of ideas to fix that code...

As for the Stage Roster Expansion, I knew it would freeze.... I simply just did some calculations to see if I could find the correct values.

I will try to fix both codes, but it's pretty hard for me to do so, because I don't have a PAL-EU Brawl to test my results.
