An USB Gecko is a device that is needed to make codes for the Wii, it is also used for development of Wii apps/games.

Homebrew stands for applications/games made without permission of the maker of the device (Nintendo in this case).
In most cases, you need to have a special device or install some software through an exploit before you can run Homebrew.
For the Wii you need to use an exploit, the most used exploit is BannerBomb (wont work anymore on system menu 4.3), Smash Stack (required Super Smash Bros Brawl) and Indiana pwns (requires Lego Indiana Jones).

WiiScrubber is an application which lets you open Wii ISO's (the disc) and view all the files that are on the disc, it also lets you compress the ISO (you still have to decompress it if you want to use it).
