Does anyone know of a good FST editor that allows you to not only see the FST structure but also copy and open the files within it?

Do you know if swapping files in the FST tab of GeckoDotNet is the same as if you had used a program like Wiiscrubber to physically swap the files and create a new ISO?  Also, what is the definitive, trust worthy source for downloading Wiiscrubber?  I saw http://gbatemp.net/index.php?showtopic=135884, but wasn't sure.
