hex editor question

i'm not sure if i can put this here or not. but i wanted to know if i wanted to hack cheat codes for a rom like a super nintendo rom or whatever. could i use a hex editor to find the coding i need to make the codes or what i would need to make the codes?

dude if it was that simple, people would be able to make codes on wii with just a Game ISO, you could modify the save file tho.  I used to make codes on the DS via emulator with a program, but I forget what is called... I will look for it.

EDIT: just remembered it's called Emucheat, It work with almost all Emulators if you want I can find a guide for you.
