How do you upload designs you've downloaded for AC:CF/LGTTC?

Hey, I was wondering how to upload downloaded designs into City Folk/ Let's Go To The City. There's loads of designs at ACC (Animal Crossing Community) and I just wondered if anyone could tell me how to get these onto the game.
