There is no program to convert codes from NTSC<->PAL.  The process is called porting, and it is sometimes easy and sometimes hard.  When the game is compiled for a different region, the language might be different, so all of the strings might be a different size, which causes all kinds of objects and assembly to be in a different place.

Your best bet is to go to the support thread for the game you're interested in and ask very nicely if some kind hacker would port a code for you.

Never seen or heard of it, but I would be willing to bet that it only works on easy ports, and it probably requires dumps of the game from both regions.

yea it can't port 4A/48 code types...
but all C2/04,02,00 etc..

yes porting is sometimes easy and sometimes hard.
the registers are usually not the same...

that's why people can't port the file patch code for brawl to pal.
because the registers are not the same..

I think that's only for Mario Kart Wii. part of a code generator.
