The app only change you korea wii'region to usa'region. not to change jap or pal.

After you change korea wii'region to usa region ,you can change to the other region.

Sorry, while you can link to cIOS patching software, and tell people from which game's update partition to obtain IOS files I cannot allow you to link to direct IOS file downloads.. those files are Nintendo property!
