Note1: The stroke count still increases on screen (display) but you are awarded a hole in one when you finish the hole and the scoresheet is correctly updated. I believe it only increase to 2 then will stick there - again this is cosmetic. I tried approaching the code a different way and can get it to always display 1 but it registers 0 on the scorecard so I stuck with the original code.
Note2: This is a port of the code from the Japanese version.
Note3: Added a code to always score 500 points in target golf. You can change the xxxx in 3800xxxx to set it to any score you like (the xxxx should be hex values). I haven't had any luck searching floats, so nothing on distance to pin and not sure what to look for in the ring game.

I found this out the hard way.* :( It works great for Tournament Mode (any tournament mode) as long as your the only one playing (no friends). Haven't tested it out for online (would anyone else like to try?).

A distance to pin code would be nice. No rush on that.
The Ring Shot one you might be able to change to Only One Ring Needed.
I should test the Ring Shot game with the Hole In One code and see if that still works in that mode.
Still need Unlock All Character Outfits and Extra/Special Outfits.

-- This was a port from the Japanese code as I could not find the value myself. I did sepnd more time on it to try to get the display to work but had other negative affects. It doesn't surprise me that it affects all players in character matches as it appears to be a shared code. Not sure there is anything I can do about this. Maybe when I learn more about pointers I can find out specifically where the player 1 value is stored and try to approach it that way, but don't expect anything in the near future. I haven't player a character match, but if you alternate between the cpu, then maybe a key activation / deactivation could work so that you activate when you golf, then deactivate when the cpu golfs. You should only need to do this once so you get the lead on the first hole, then if you tie on the rest it shouldn't matter as overall you would win. Let me know how it works or if I get time I'll check it out myself.

-- This should work ok. I tested on a few courses, difficulties. If later you need more than 500 to beat the target score, the code can easily be updated. It didn't appear to affect other modes so I think this one is safe.

-- Similar to the hole in one, I haven't been able to find where this is stored. It should be a float since the distance is represented as one, but all attemps to search for it have failed. Again, don't expect anything in the near future, but I may revisit at some point.

-- I tried finding anything that would show if a ring was hit and/or how many, but again couldn't find that. I think in this mode you just need to shoot through the ring then finish under par. If you are using the hole in one code, it will apply here as well, so as long as you get the ring, taking as many shots as you need, you should be able to clear all of these. The hole in one code also works for the strokes challenge as well, so nothing needed there.

See comments in line with yours. Let me know if you encounter any other problems. If I come up with anything else, I'll update the codes. Or if anyone creates codes for other regions I'll see if I can port them.
Always Hole In One - If you had a way to activate/deactivate it for a character match mode, that would work. The problem with it now is if the CPU gets it ball in first before you, the CPU wins the hole. I guess I'll have to beat the rest of them the hard way. :)
Target Golf Score 500 - I already had the first two sets of difficulties done on all of the Target Golf courses by the time you got this code up. On expert, 500 points is the MAX you need for one of the courses. No need to change this code! :D
Distance To Pin - Actually, I think this code would be more like the target score one. Just make Distance = 0.00. :)
Ring Shot - The Always Hole In One code works great for this (I had to back track on a couple of rings myself while testing out the code on this course). So I guess there is really no need for a Ring Count = 1 code then. :D
Character Outfits - The only ones I really need here are Ken (For Mark) and Morrigan (For Stephanie).
I'm not a hacker myself but more of a tester and editor. :) Some hackers like to have a little extra proof that their codes work so I test them and post my findings.

I modified the hole in one code to enable and disable with key presses. I tested in a character match and it works (for me) ok. Here is what you should do:
1) When you are golfing, press up to enable the code
2) When the cpu golfs, press down BEFORE the cpu hits the ball
Now if the cpu continues, don't do anything. When it's back to your turn, press up before you swing. And when the cpu goes again, press down before they hit the ball.
Through pointers there might be a much easier way to do this without having to use key presses, but I'm not quite there yet, but this should suffice for character matches. All other modes, press up and enjoy!
Also, for stroke and ring matches, enabling the code will also work. You can use as many shots as you want in ring matches, get the rings, and you will always finish under par.

The code is a little touchy when it comes to the character matches (I lost two holes but won the game anyway) but it does work. On a side note, I wasn't always getting a hole in one either with this code. For instance, it would say birdie shot and I would get an eagle and/or eagle shot and I would an albatross and/or albatross shot and I would get a hole in one. This only happened a few times. Also, the code has to be activated for each hole (for some odd reason it doesn't carry over from one hole to the next). Good thing I saved the other code for when I do tournaments. :D

Note - This code
does not give you a Hole In One but it does keep your shot count at 1 (which is still good as long as you don't mind getting birdies, eagles and albatross shots). This works great for Tournament play, Stroke count and Ring Shot. As for Vs. Character Matches, it's always your turn and you do win all of your holes.
Side Note - All of the codes that I have tested have only been tested in one player mode and
have not been tested online!

*Additional Note - Tested this code on Closest To Pin - Since your shot stays at one and it's always your turn (which is the only thing I can figure out), you can take as many shots as you want until you get it in the hole. Once you do this, your distance is 0.00 ft.
Now all I need is as Unlock Special Outfits Code and I'm all set!

If you're not always getting hole in ones with the code, you could try use a button activator, like reset the shots back to 1st shot when you about to finish the hole.

Actually, I was thinking of using your code with the first Always Hole In One code that farjo08 converted over from the JAP version of this game and see what would happen. If anyone is interested in that code, it's listed below -
