What does it mean it only works with the rebooter? does that mean that it's something only the new WiiRD does?

It means you need to use GeckoOS 1.07, the newest version that comes with rebooter.
I also seem to have a problem? does the rebooter activate itself or do i need to switch something ON. and if so what do i turn on. because i tried testing the redsteel game *US* one and it says
"All Codes for Red Steel Require You To Use Rebooter" and i got the geckoOS 1.07. and it always freezes up on the (licensed by nintendo) area.

I guess it should be stressed again that Rebooter only works with 3.2 and 3.3v1 (all regions) but not with 3.1- or 3.3v2 and 3.4!
thanks dudes i think i got ver. 3.3v2 because it says error when i press B. do u guys know if they will ever release a patch or an update for this. lol sorry for asking to much.
