What does this program do?  Is it an app for homebrew channel?  Also, where do you download it?  I keep hearing about this and Gecko but I don't know what either of them are.

yep. uploading files to the game (well, rather things like applying textures), turning codes on and off while playng the game and most important: making your own codes.

Ever think about trying to read any of the information on the USBGecko home page? The FAQ perhaps?? Would you like me to serve you milk and cookies after I wipe your crack as well? Jeez, learn to pay attention....
