Fire Emblem: Radiant Dawn help!

I have been playing radiant dawn for a long time and i know about almost all the codes and what to do with them, but what i do not know how to do is make a rank for someone who doesnt use that weapon.
For example, how do i make it so that Ilyana can use light and dark magic along with the other magics and staffs.
i do not care about the other ranks, i only want to make her have the rexaura and balberith, along with the other rex's and ashera staff.
how do i accomplish this?
